PROBLEM TO BE SOLVED: To provide an image forming apparatus which can stably form sharpness of high quality by sufficiently preventing the occurrence of banding and an image forming method. SOLUTION: In the transfer process of an intermediate transfer system of arranging an intermediate transfer member 10 so as to abut on a photoreceptor 1, transferring a toner image from the photoreceptor 1 to the intermediate transfer member 10 and further transferring the image from the intermediate transfer member 10 to an image output medium 9, the image formation is so performed that the peripheral speeds of the photoreceptor 1 and the intermediate transfer member 10 satisfy the conditions expressed by equation (1) and the coefficient of static friction and the coefficient of dynamic friction in the area where the photoreceptor 1 and the intermediate transfer member 10 abut on each other satisfy the conditions expressed by formula (2) [Vpand Vtrepresent the peripheral speeds of the photoreceptor and the intermediate transfer member andμaandμbrepresent the coefficient of static friction and the coefficient of dynamic friction].
