PROBLEM TO BE SOLVED: To obtain a cosmetic composition having good dispersing properties in and compatibilty with an oil agent and capable of giving excellent stability, spreadability on a film, and usability, and to prepare a cosmetic containing the composition. SOLUTION: This cosmetic composition contains a polysiloxane copolymer, wherein the copolymer is formed by mutually coupling a repeating unit (A) having at least one anionic group, a repeating unit (B) containing at least one 8-64C alkyl which may be branched, and a polysiloxane repeating unit (D) through diisocyanate residues expressed by formula (1) (X is a divalent hydrocarbon residue selected from the group consisting of an aliphatic hydrocarbon residue, an alicyclic hydrocarbon residue and an aromatic hydrocarbon residue).
