PROBLEM TO BE SOLVED: To smoothly and quickly return a video frame in a system for reproducing image data by decoding compressively encoded video data about a high-speed image observation device and a high speed image frame returning method. SOLUTION: Video is reproduced and displayed by decoding video data compressed and encoded by an MPEG4 format. When such reproduction and display are performed, displayed data in a BMP (bit map data) format of a frame that has been already reproduced and displayed are stored as still picture data for only a plurality of frames located at a returning side in time series from a frame that is actually reproduced and displayed in a cache memory 36.
