PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor on which ghost phenomenon is further suppressed even if the electrophotographic photoreceptor is obtained by disposing a conductive layer, a middle layer and a photosensitive layer in this order on a substrate in order to cover the surface defects of the substrate, to improve the suitability of the photosensitive layer to coating, to improve the adhesiveness of the photosensitive layer to the substrate, to protect the photosensitive layer from electrical breakdown, to improve chargeability and to improve suitability to injection of electric charges from the substrate into the photosensitive layer, and to provide a process cartridge with such an electrophotographic photoreceptor and an electrophotographic apparatus. SOLUTION: In the electrophotographic photoreceptor comprising a conductive layer, a middle layer and a photosensitive layer in this order on a substrate, wherein the conductive layer contains a binder resin and conductive particles, an average particle diameter of the conductive particles is 0.2-0.6μm, a thickness of the conductive layer is 0.5-4.5μm, and a volume resistivity of the conductive layer is 2×10<SP>6</SP>-8×10<SP>8</SP>Ωcm.
