PROBLEM TO BE SOLVED: To develop a grinding wheel in which grinding abrasive grains are uniformly dispersed over the entire grinding wheel and an abrasive grain aggregate due to the aggregation of a plurality of the grinding abrasive grains is not formed. SOLUTION: The method for manufacturing the grinding wheel is composed of: (a) a kneading process of kneading a binder resin for forming a green body, in which a solvent-insoluble resin is mixed to a solvent-soluble resin, the grinding abrasive grains, base material abrasive grains, and an abrasive grain binder; (b) an injection molding process of forming the green body of the grinding wheel by executing the injection molding to a kneaded material; (c) a degreasing process of forming a porous green body by dissolving the solvent-soluble resin from the green body of the grinding wheel with a solvent for dissolving a soluble resin; and (d) a sintering process in which the insoluble resin component remaining in the porous green body is burned and eliminated by heating the degreased porous green body and/or the abrasive grain binder is sintered after burning and eliminating the insoluble resin component.
