PROBLEM TO BE SOLVED: To provide an insulating sheet, for forming an interphase insulator, which can be easily obtained in such a state that the surface part has an inorganic filler layer; is highly corona-resistant; is deformation-proof even under a thermal stress generated during motor-driven operation; and shows excellent dielectric strength properties. SOLUTION: In this method, a glass cloth layer with a weave aperture rate of 80 to 98% is placed on a horizontally installed flat plate having a side wall on the four sides; a varnish-applied layer is formed on the glass cloth layer by applying a varnish composed of an inorganic filler, a heat-curable resin and an organic solvent and left at rest. After these procedures, the inorganic filler contained in the varnish-applied layer is allowed to sediment; the organic solvent contained in the varnish-applied layer is volatilized after the sedimentation of the inorganic filler contained in the varnish-applied layer; and the varnish-applied layer from which the organic solvent is volatilized, is cured by heating the varnish-applied layer at a curing temperature of the heat-curable resin used in the varnish.
