PROBLEM TO BE SOLVED: To provide a navigation technology, that is, navigation system, method, and program capable of presenting the optimal route required by a user at the re-routing. SOLUTION: At routing, via points between a place of departure and a destination are specified, in such a way that the via points are classified into two groups, one group of actual via points to pass by and the other group of dummy via points to pass by way of a specific route, and their information is stored on a route condition table. At the re-routing caused by route deviations or the like, the dummy via points are excluded from the route condition table, on the basis of the discrimination between the actual via points and the dummy via points. Based on the route condition table from which the dummy via points are eliminated, a new routing is performed, so that a user can receive route guidance according to the optimal route with the unnecessary route excluded.
