PROBLEM TO BE SOLVED: To perform easily and stably processing for classification/discrimination of a target by using a time-series image generated by processing a radar echo from the target. SOLUTION: Target axis candidates are detected by a straight line application along each of lower and upper contours of a target region by a target ship axis detection part 11 from the time-series image generated by an ISAR image generation part 10, and the target ship axis is selected from the candidates by a target ship axis selection part 12. An ISAR image normalization superimposition part 13 normalizes the time-series image following the target ship axis and superimposes it as much as a plurality of frame portions. A boundary in the range direction between the target region and a non-target region is determined from the normalized and superimposed image by a target region determination part 14, and a target vector extraction part 15 extracts the target vector from a region including a boundary of the normalized and superimposed image.
