A resin film (packaging body) is put on the placing table (10) and a CD case (packaged object) is put on the resin film at the recessed part (10a). The resin film is folded back to the upper surface side of the CD case, and the upper side bending member (17) is moved to fuse the resin film by the first heating means (15). In addition, the first moving claws (11) and the second moving claws (12) are moved and the placing table (10) is moved downward to fold the resin film and the resin film is fused by the second heating means (16).
