PROBLEM TO BE SOLVED: To suppress the displacement of an excavated hole peripheral surface to the outside (side displacement) within an allowable range. SOLUTION: In this foundation improvement device, an excavating blade body is fitted to the lower end part of an excavating shaft body extending in the vertical direction, and a stirring blade body is formed on the outer peripheral surface of the excavating shaft body positioned on the upper part of the excavating blade body. An foundation is excavated by the excavating blade, a solidifying agent is discharged from a solidifying agent discharge part formed at a predetermined position while agitating the excavated soil with the stirring blade, and the solidifying agent and the excavated soil are mixed with each other and solidified for improving the foundation. A soil discharging blade body capable of selecting a rotating operation and a stop operation is installed on the outer peripheral surface of the excavating shaft body so that a part of the the soil excavated by the rotating operation of the soil discharging blade body can be discharged onto the ground.
