PROBLEM TO BE SOLVED: To provide a bicycle-parking space facilities good in space-efficiency, in which a bicycle rack can be smoothly moved up and down in either case bicycles are loaded and unloaded. SOLUTION: The bicycle-parking space facility is provided with the first constant load means 31 having an attraction force balancing up the bicycle rack weight and the second constant load means 32 having an attraction force balancing up the bicycle weight, and is always fixed by a key means 5. The facility is provided with a pushing up driving means 4, released from the key means when the bicycle is loaded and drafted by a draft force by the second constant loading means. When a bicycle is not loaded on, an attraction force by the first constant loading means is given to move up and down the bicycle rack. When the bicycle is loaded, an attraction force by the attraction force of the first constant loading means and the attraction force of the second constant loading means through the driving means the first constant loading means are given to move up and down the bicycle rack.
