PROBLEM TO BE SOLVED: To provide a toilet stool washing device and a toilet stool washing system having this device, capable of realizing various convenient auxiliary functions, while maintaining the high water-saving effect, by easily setting an operation mode adapted to various existing low tanks. SOLUTION: This toilet stool washing device can be installed in the low tank having a drain valve. The toilet stool washing device is characterized by having a motor, a speed reduction means for reducing an output speed of the motor, an input shaft capable of manually inputting rotational driving force, an output shaft capable of outputting the rotational driving force from the input shaft and the speed reduction means, and a position detecting means capable of outputting information corresponding to a rotational quantity of the output shaft.
