<P>PROBLEM TO BE SOLVED: To provide a simplest apparatus manufactured at low cost so that starting materials are sufficiently mixed and controlled to be discharged by the device which can be operated as simply as possible. <P>SOLUTION: This apparatus for mixing and discharging liquid and powdery materials for medical use has a mixing cylinder 1, a perforated mixing plunger 8 rotatably movable in the axis direction in the mixing cylinder 1 by an actuation rod 9, a discharge plunger 4 movable in the axis direction, and a sealable discharge port 3 in the mixing cylinder.
