PROBLEM TO BE SOLVED: To provide an electromagnetic actuator for damping simplifying a backup system by constructing the device for generating certain damper force even at the time of trouble such as electric power failure and made compact by increasing braking force. SOLUTION: It is constructed to have a stator core 12 formed of block-shaped conductive magnetic material and permanent magnets 23 wound around a shaft 22 of an movable element 2. When the movable element 2 moves relative to a stator 1, eddy current is induced in the stator core 12, damper force is generated by eddy-current loss and is added to damper force generated by exciting current supplied to an electromagnetic coil 11, and the damper force is increased.
