PROBLEM TO BE SOLVED: To provide an information recording and reproducing device, and the like, with which its whole part can be recorded even when it is a long-duration program, and the like, and recording the program, and the like, is not required to be performed accompanying excessive quality deterioration. SOLUTION: When a broadcast program, and the like, is recorded on an information recording reproducing device R equipped with a hard disk 3a for recording the broadcast program, and the like, at any time and a microcomputer part 8 for reproducing either its broadcast program or a part of the information already recorded during recording the broadcast program, and the like, an amount of the information for the broadcast program, and the like, and capacity of the recording area on a DVD 4a for recording the broadcast program, and the like, are detected. Based on the detected amount of the information and the capacity for recording, it is decided if it is possible to record the whole part of the broadcast program, and the like, on one DVD 4a. The broadcast program, and the like, is then divided into pieces of partial recording information each having the amount of the information below the detected capacity for recording, and each of the partial recording information is recorded on a plurality of the DVD 4a by iterating recording one of the divided partial recording information on one DVD 4a for each piece of the partial recording information.
