PROBLEM TO BE SOLVED: To provide a method of optionally manufacturing rutile type titanium oxide powder having a smaller particle diameter, a narrow particle size distribution, a large specific surface area and a high rutilization ratio or anatase type titanium oxide powder having a low rutilization ratio. SOLUTION: In the method of manufacturing the titanium oxide powder by reacting titanium tetrachloride gas, gaseous oxygen, gaseous hydrogen and steam with each other under a gas phase, the quantity of steam to be supplied is controlled to be equal to or above chemical equivalent to oxidize all titanium tetrachloride.
