PROBLEM TO BE SOLVED: To provide an electronic watermark embedding apparatus in which watermark information reflecting both electronic watermark deciding and extracting functions is generated to reduce influences upon contents as little as possible. SOLUTION: The electronic watermark embedding apparatus includes: a watermark information converting part 51 for converting watermark information of a plurality of bits so that watermark information B1-Bn become significant values only when it is instructed that watermark information B1-Bn of the plurality of bits should be embedded in accordance with extraction watermark information instructing whether or not the watermark information is to be embedded; a plurality of extracting parts 52-1 to 52-n for extracting the information to superimpose a plurality of basic function waveforms thereon from embedding target contents 50; a plurality of basic function superimposing parts 52-1 to 52-n for superimposing the basic function waveforms on the information extracted by the extracting parts 52-1 to 52-n in accordance with values of the bits in the watermark information of the plurality of bits converted by the watermark information converting part 51; and a composing part 54 for composing outputs of the basic function superimposing parts 52-1 to 52-n and reconstituting embedded contents 55.
