PROBLEM TO BE SOLVED: To effectively utilize a flash unit with a light controlling function defective in its light controlling function. SOLUTION: A light controlling function is added to a flash unit by attaching a subsidiary substrate 43 with a light controlling circuit to a main substrate 30 of the flash unit. The light controlling function of the flash unit is inspected, and when a prescribed light controlling function is not obtained from the light controlling circuit, only the light controlling circuit is made ineffective and the flash unit is diverted as a flash unit which emits a specific quantity of flashlight. Only the light controlling circuit is made ineffective by cutting a resistance wire 54 which connects a basic unit consisting of a stroboscopic tube, a main capacitor 38, and a main circuit part 31 located on the main substrate 30 and capable of emitting a specific quantity of flashlight to the light controlling circuit.
