PROBLEM TO BE SOLVED: To provide a portable communication terminal (a moving station) in which an unwanted hand-over can be suppressed when the application is executed by connecting with a communication network. SOLUTION: The portable communication terminal (the moving station) 10 executes communications with a base station 1 or a base station 2 via a radio communication line and communication connections with a server 11 (providing Web browsing, battle type games, a television conference, and video streaming or the like), and an IP telephone 12 or the like on an IP network 3. Handover control conditions based on throughput (a reception rate) for every kind of applications are further added to normal handover control conditions based on the communication quality in the portable communication terminal 10 in such a configuration of a communication network.
