PROBLEM TO BE SOLVED: To provide an electrode device capable of showing an essential function even in high humidity, and concretely, to provide the electrode device recoverable even when a resistance between a substrate and an insulating member is deteriorated in the atmosphere having≥60% relative humidity, in the electrode device comprising the conductive substrate and the insulating member. SOLUTION: In a surface potential measuring method, the surface potential of a measuring sample counterposed to the conductive substrate is detected and measured by the conductive substrate by using this surface potential measuring device equipped with the conductive substrate and the insulating member holding at least the end of the conductive substrate and formed by connecting the conductive substrate to an external amplifier by a conductive lead wire. The method is characterized by measuring in the atmosphere having the≥60% relative humidity by allowing an air current to hit onto a contact part between the conductive substrate and the insulating member.
