<P>PROBLEM TO BE SOLVED: To prevent illegal acts based on forged identification information from being committed even if the identification information managed by a user has been forged. <P>SOLUTION: In purchasing an article from a vending machine 12, a specific primary bar code assigned to every cellular phone 13 is displayed on a display device 305 and is read with a bar code reader 204. When the read primary bar code is sent to a server device 11, the attributes of a preregistered user are examined, and if the person can purchase the article, a secondary bar code is issued. The issued secondary bar code is transmitted in accordance with an address registered in advance to the server device 11. When the cellular phone 13 receives the transmitted secondary bar code, the secondary bar code is displayed and read.
