PROBLEM TO BE SOLVED: To hold a communicating state between a radio communication terminal and an accessing point while the radio communication terminal is scanning other radio network and to prepare for thereafter restarting. SOLUTION: A radio communication system includes a communicating state change request accepting unit 210 which accepts the change request of the communicating state from the terminal. A list managing unit 220 registers the identifier of the terminal with a temporary release terminal list 260 when the change request is a temporary release request, and deletes the identifier of the terminal from the temporary release terminal list 260 when the change request is a reset request. A frame receiver 250 stores the frame in a frame buffer 270 when the destination terminal of the received frame is registered with the temporary release terminal list 260. When receiving the reset request from the terminal, a frame transmitter 240 transmits the frame stored in the frame buffer 270 in which its terminal is the destination to the terminal.
