The drum (1) and sampling unit (7) are arranged for movement relative to each other. The unit includes a sampling device (8) removing a section of the outer winding from the drum, and a holder (10), especially with a clamp, for the sample section removed. The unit has a conveyor (9) taking the section from the sampling device to the holder. Sampler (8) and conveyor (9) are moved, preferably swung, between the sampling position and a position in which the sample is delivered or passed on. Sampler (8) and/or conveyor (9) are formed by a recirculating conveyor belt or roller. A cutter, especially a blade (11), parts the web. The drum includes a drive (2) and a brake (5). The corresponding winding machine is also claimed. An independent claim is included for the corresponding method of operation.
