<P>PROBLEM TO BE SOLVED: To provide a powder molding device and a manufacturing method of a green compact by which the green compact made into multilayer structure in which materials are different in every region in the radial direction is surely molded. <P>SOLUTION: In this device, lower punches 13 are individually arranged on the inside and the outside of a partition cylinder. The partition cylinder 12, the lower punches and an upper punch are supported movably back and forth to a die 11 in the axial direction of a through hole 11a which is formed on the die 11. By arranging the partition cylinder 12 and one lower punch 13b either on the inside or the outside of the cylinder in the forward position and arranging the other lower punch 13a in the backward position, a first space 21 is formed. After first powder 20a is filled in the space 21, a second space 22 is formed by backward moving the one lower punch 13b on one side and second powder is filled in the space 22.
