<P>PROBLEM TO BE SOLVED: To especially prolong the service life of a device and to obtain a bright image in a developing device used in an electrophotographic device, etc. <P>SOLUTION: Developer carrier 10 carrying developer of the same polarity as electrifying polarity of the image carrier 50 and forming a developer image on the image carrier 50, a developer feeding means 30 feeding the developer to developer carrier 10 and a layer thickness restricting means 20 forming a layer of developer on the developer carrier 10 are provided.
