PROBLEM TO BE SOLVED: To provide a technology of simply and surely preventing unauthorized copy of thumbnail pictures. SOLUTION: A thumbnail encoder 19 generates the thumbnail pictures of a video signal received from a terminal 12. A macro vision detection section 13, a CGMS detection update section 14, and a WM (watermark) detection update section 15 respectively detect an analog copy protection signal (APS) of the video signal received from the terminal 12, a CGMS signal as copy generation management information or an a watermark, and provide an output of them to a controller 21. The controller 21 generates copy limit information of the thumbnail pictures on the basis of the copy limit information. An information recording medium 26 records the thumbnail pictures and the copy limit information.
