PROBLEM TO BE SOLVED: To perform automatic arrangement and wiring by obtaining an appropriate area necessary for arrangement and wiring. SOLUTION: In performing the automatic arrangement and wiring on the basis of a netlist N1, an area occupied by a cell and wiring is obtained as the number of grids. Conversion of the area into the number of grids is performed on the basis of a grid usage rate calculation table T1. The sum of the number of grids which the cell uses and the number of grids which the wiring uses are divided by an upper limit of the grid usage rate and the number of grids per unit area and an area necessary for a arrangement and wiring area is obtained. Thus, it is possible to avoid a state of affairs that the arrangement and wiring is impossible in an expected area, so that an unnecessarily wide arrangement and wiring area need not be secured and the degree of integration need not be lowered in vain, either.
