PROBLEM TO BE SOLVED: To provide toner for developing an electrostatic charge image which is superior in low-temperature fixability, heat resistant storage property, crushing resistance, filming resistance and image storage property and is relatively wide in a fixing temperature range (non-offset temperature width) where a low-temperature offset and high-temperature offset do not occur. SOLUTION: The toner for developing the electrostatic charge image contains core-and-shell structure type toner particles, having shell layers on the surfaces of the core particles. At least either of the core particles or the shell layers contain a urea denatured polyester resin and the shell layers contain a crystalline polyester resin of the softening point of 60 to 120°C, at 70 to 100 wt% of the entire part of the resin constituting the shell layers.
