An information recording device (1) includes: recording means (310) for recording the recording information on an information recording medium by applying a laser beam of recording power based on a set value to the information recording medium (100); calculation means (340) for creating correlation information representing correlation between a set value and reproduction quality by reproducing the trial recording information which has been recorded while changing the set value in the recording means and calculating the reference set value at which a target reproduction quality as a desired reproduction quality can be obtained; measurement means (330) for measuring the reproduction quality by reproducing the recording information which has been recorded by using the reference set value in the recording means; and correction means (400) used when the reproduction quality measured by the measurement means is different from the target reproduction quality, for calculating the correction amount of the reference set value according to the correlation information and correcting the reference set value so that the set value after the correction based on the correction amount is a new reference set value.
