PROBLEM TO BE SOLVED: To provide a draining block which ensures long-term water feeding to a pavement body formed of water-retaining pavement or water permeable pavement, to thereby effectively alleviate a heat island phenomenon, and to provide a pavement structure using the draining block. SOLUTION: The draining block 1 is formed of a block body 4, inflow ports 8, and a water feeding portion 10. The block body 4 has a main drainage ditch 7 penetrating in a longitudinal direction thereof in a manner appearing in a cross section. The inflow ports 8 are formed in the block body 4 so as to guide moisture flowing on a surface or in the interior of the pavement of a road, to the main drainage ditch 7. The water feeding portion 10 functions to feed the moisture guided to the main drainage ditch 7 toward a roadbed 9 arranged immediately below the water-retaining pavement 17 or the water permeable pavement.
