PROBLEM TO BE SOLVED: To detect a target substance in fluid by a method related to sensing technologies, such as sensing of contaminants in the atmosphere, sensing of specific substances in blood and the like. SOLUTION: An apparatus which detects the target substance existing in the fluid, is provided with a periodic structure where both hollow sections through which the fluid containing the target substance passes, and solid sections made of a material transmitting electromagnetic waves are arranged regularly, and where values of refractive index to the electromagnetic waves are periodically distributed; a means which irradiates electromagnetic waves from the periodic structure; and a means which measures the electromagnetic waves emitted from the periodic structure and detects the changes in the periodic distribution of the refractive index from measured results.
