Disposed between annular first and second shells (26, 27) constituting a damper case (25) are a rotor (23) and a seat (24) attached to the first shell (26), thus forming a rotary damper means (21). A damper lever (28) having a rotor (23) attached thereto hooks on a fixing pin (29) fixed to a body (1). A damper chamber (22) between the rotor (23) and the seat (24) is filled with a viscous fluid such as high viscosity oil, thus imparting a vicosity resistance to the rotor (23) and seat (24). In a state in which the center of rotation of the rotary damper means (21) is offset from the center of rotation of a shaft (6) rotated by an operating lever (20), the damper case (25) is fixed to the flange (6a) of the shaft. Tilting of the operating lever (20) causes relative rotation between the rotor (23) and the seat (24), with a resistance force from the rotary damper means (21) acting on the operating lever (20).
