<P>PROBLEM TO BE SOLVED: To keep the user-friendliness of a passage management system in a building intact even when a plurality of types of cards are used by users. <P>SOLUTION: Card readers 3A to 3C are disposed to read the contents of a personal card 2 such as an IC card. The card readers 3A to 3C can communicate with a plurality of types of personal cards 2 (employee identification card and commercial card). When a regular employee operates an employee identification card over the card reader 3A, for example, the memory contents are read and, if the contents are valid, an electric lock 5A of a door 4A is unlocked.
