PROBLEM TO BE SOLVED: To efficiently generate power by eliminating the need of large-scale apparatuses and GPV data prepared by the Japan Meteorological Agency and accurately predicting the direction of wind without performing predictive calculation based on tremendously large amount of information such as the GPV data. SOLUTION: This windmill power generation system comprises a re-construction means 14a which, based on weather state variables acquired in time-series through a weather sensor A, re-constructs an attractorα1 in a state space of a specified dimension based on a burial theorem, a wind direction prediction means 14b predicting the direction of wind by a deterministic nonlinear prediction technique based on the reconstructed attractorα1, and a windmill direction change means 21 changing the direction of a windmill based on the predicted direction of wind.
