PROBLEM TO BE SOLVED: To develop an excellent effect that the paving face has no problem in the compression strength, prevent a road face from freezing or icing, excellent in fluidity-resistance and friction-resistance, and can retain the antifreezing effect for a long time. SOLUTION: The powdery cement composition for a half-warping paving property having the present antifreezing function has a water retentive injection material of 5-80% in maximum water absorption rate and a chloride powder material and prepared so that a chloride powder material is prepared in a rate of 1-30 pts. wts. to 100 pts. wts. of the water retentive injection material.
