PROBLEM TO BE SOLVED: To provide a vehicle information processor and a vehicle information processing method for determining whether travel by a vehicle is allowed or not. SOLUTION: A navigation ECU 11 acquires a bad road travel ability index of the own vehicle from a vehicle control ECU 21. The ECU 11 acquires weather information and traffic regulation information from a center 30 and acquires road surface condition data about the road ahead of the vehicle. The ECU 11 estimates and decides a travelable bad road level of the own vehicle based on the bad road travel performance index. The ECU 11 computes and decides a forward road bad road level based on the road surface condition data, the weather information, and the traffic control information. The ECU 11 determines whether the vehicle can travel or not on the forward road according to the travelable bad road level and the forward road bad road level. When it is determined that the vehicle cannot travel on the forward road, the ECU 21 controls a vehicle motion condition controller so as to assist braking action of a driver.
