PROBLEM TO BE SOLVED: To provide a panel for fire prevention with superior fire resistance efficiency, thermal expansibility, and deformation prevention performance. SOLUTION: A thermally expansive compact for fire prevention having flame resistance can be obtained by adding and mixing expansive graphite, boric acid, and/or an inorganic filler in soft urethane foam or a rubber component containing a particular amount of thermoplastic elastomer. By adhering the compact to a predetermined structure, or incorporating it like a sandwich, it thermally expands and blocks gaps of the structure when a fire occurs to prevent fire spreading.
