<P>PROBLEM TO BE SOLVED: To improve security of an IC card. <P>SOLUTION: A movable ticket examination device 20 writing value information into the IC card 10 is stopped from always storing password information that is a writing key, and the password information is stored in an IC card table of a database of a center device 30 wirelessly connected to the movable ticket examination device. When performing the writing into the IC card 10, the movable ticket examination device 20 takes in the key from the center device 30.
