<p><P>PROBLEM TO BE SOLVED: To eliminate a trouble that an SSL used in the Internet browser and applied to a specific application does not exhibit any effect to the other network communication of a system using it. <P>SOLUTION: When a DNS is used, an AH is applied to IPSec in setting on a receiving side. When a specific partner 1302 has been found and communication is performed with that partner 1302 through a browser, the AH and an ESP are applied to IPSec in the setting of transmission/reception.
