PROBLEM TO BE SOLVED: To provide a method of manufacturing solid electrolytic capacitor by which ESR is reduced further. SOLUTION: In the method of manufacturing solid electrolytic capacitor, solid electrolyte layers are formed on surfaces of metallic pellets coated with dielectric oxide films by chemically oxidatively polymerizing a polymerizable monomer, by successively dipping the metallic pellets in a sulfuric acid-based aqueous oxidizing agent solution using a polymerizable monomer solution which forms a conductive polymer compound and water as solvents. The method includes a cleaning step of cleaning the metallic pellets with water and alcohol after a polymerizing step which is performed for forming the solid electrolyte layers through chemical oxidative polymerization, by alternately dipping the pellets in the polymerizable monomer solution and oxidizing agent solution.
