PROBLEM TO BE SOLVED: To provide a network parameter learning device improving the performance of the whole system by learning of individual computers in a system consisting of the plurality of computers reacting each other via a network. SOLUTION: A program executed by the computer 10.1 functioning as the learning device performs overwriting of the behavioral strategy by a new behavioral strategy parameter and a dynamic isolation by changing of a belonging channel. In overwriting of the behavioral strategy, each computer 10.1-10.N compares some computers selected at random from the whole network and individual optimality and follows the behavioral strategy of the computer having the highest individual optimality and its belonging channel. In the dynamic isolation, individual computers belong to any of the plurality of channels and do not interact with the computer belonging to the other channel.
