PROBLEM TO BE SOLVED: To provide a noble metal cluster provided with auxiliary metal oxide while comprising noble metal as the main component, and suitable for producing functional materials, and to provide its production method. SOLUTION: Regarding the noble metal-metal oxide composite cluster, a noble metal part in which one or more noble metal atoms are assembled singularly or plurally and a metal oxide part in which one or more metal oxide molecules are assembled singularly or plurally are compounded to form a single particle.
