PROBLEM TO BE SOLVED: To provide a toner for developing electrostatic image capable of enhancing an environmental stability thereof, suppressing the fluctuation of charge quantity due to environmental variations, etc., at the same time, enhancing the fixation of toner and preventing the occurrence of offsetting upon the fixation to a recording medium. SOLUTION: In the toner for developing electrostatic image, a shell layer containing at least resin is formed on the surrounding of core particles containing at least resin, colorant and wax. Therein, the wax content in the core particles is made higher on the outer peripheral side and the glass transition temperature of the resin in the shell layer is made higher than the glass transition temperature of the resin in the core particles.
