PROBLEM TO BE SOLVED: To provide a "navigation system and a map display method" which carry out map scrolling displays about the areas surrounding the current position so that relations between the current position and the areas can be understood. SOLUTION: When a start operation of surrounding scrolling from a user is received, a map display range is moved upward, until the current position is located at the center of the lower edge line of the display range, that is, until the upper half of a current position mark is located at the center of the lower edge line of the display range (1). Then, the display range is successively moved so that the current position is sequentially located in the order which is the lower left corner (2) of the display range, the upper left corner (3) of the display range, the upper right corner (4) of the display range and the lower left corner (5) of the display range. Furthermore, the display range is successively moved, until the current position is located at the center of the lower edge line of the display range (6), and finally the display range is successively moved downward, until the current position is located at the initial position where the start operation of surrounding scrolling is received (7).
