PROBLEM TO BE SOLVED: To improve engine startability from an automatic engine stopping state, in a vehicle mounted with an automatic engine stopping-starting system. SOLUTION: An engine starting determining part 101 detects the existence of starting operation on the basis of a state of a throttle switch 46 when automatically stopping an engine. In this case, the engine is started when confirming seating of a driver on the basis of a state of a seat switch 43. A basic injection quantity calculating part 102 calculates a basic injection quantity Ti of fuel on the basis of an engine parameter such as the cooling water temperature TW and an engine speed Ne of the engine. An injection quantity increasing part 103 controls a quantity increase in a fuel injection quantity when starting from the automatic stopping state of the engine on the basis of throttle opening detected by a throttle sensor 45.
