A router (3) is installed between radio network controller (RNC) (1) and node (2). A bottle-neck link is formed at a path between the node and router. The packet transmitted by RNC is delayed before transmission according to receiving requirement. An imaginary queue for each bottle-neck link, is formed. The priorities of the packet transmitted by the queue, are differentiated.
