PROBLEM TO BE SOLVED: To provide a mechanism for enabling a distributor to insert the information specifying a user into a program and for preventing unauthorized leakage or tampering of the program by the distributor. SOLUTION: A program body is provided with a dummy module into which a watermark can be inserted without any effect on the operation of the program body, and an digital signature. It is thereby possible for the distributor to insert a watermark for specifying the user to the dummy module, and to prevent unauthorized leakage of the program by the distributor.
