PROBLEM TO BE SOLVED: To offer an onboard ATC receiver, which can receive an AM signal on a route different in signal frequency by arbitrarily changing the frequency of an oscillator, using a receiver composed of an oscillator and a complex multiplier, and a controller for a train. SOLUTION: In this onboard ATC receiver, which is equipped with a receiving means 2 for detecting and amplifying a received signal and a frequency discriminating means 3 for performing frequency discrimination to a detection signal and outputting a speed control signal, the frequency discriminating means 3 has an oscillating means 31 which generates a reference signal, an arithmetic means 32 which performs the complex multiplication of the reference signal and the detection signal, and a valid value processing means 33 which gets discrimination output from the multiplication output, and it discriminates the frequency by performing the complex multiplication of the reference signal and the detection signal.
