PROBLEM TO BE SOLVED: To provide toner for developing electrostatic charge images which is superior in low-temperature fixability, heat resistant storage property, crushing resistance, filming resistance and image storage property and has a relatively wide fixing temperature range (non-offset temperature width) where a low-temperature offset and high-temperature offset do not occur. SOLUTION: The toner for developing electrostatic charge images contains toner particles, having intermediate layers and shell layers on the surfaces of the core particles. The intermediate layers contain at least wax, and the shell layers contain a crystalline polyester resin of the softening point of 60 to 120°C, at 70 to 100 wt% of the entire part of the resin constituting the shell layers.
