PROBLEM TO BE SOLVED: To provide a surface machining device for a workpiece capable of eliminating a machined part formed at a narrow part of the workpiece, with high accuracy without needing finish treatment after machining the surface, and generating machining capacity matching the size of the machined part. SOLUTION: The temperature of cooling water 2 in a water tank is set to about 25°C. The temperature of steam is set to about 130°C. When steam is injected toward the open edge part of a bolt through hole H of a metal workpiece W from a steam nozzle 8, a bubble group CB of cavitation is generated around the open edge part of the bolt through hole. A part of the bubble group CB sticks to a burr HB formed at the open edge part of the bolt through hole, and impact pressure is rapidly applied to the burr by collapse (a compressed and crushed phenomenon) to positively eliminate the burr.
